Program Manager
Wave Civil is currently hiring mid-level program managers (5-7 years) and senior program managers (10-15 years) to join our local DC metro office. As a Program Manager at Wave Civil, you will be involved in multiple on-going engineering management programs supporting our local municipal clients in the DC metro area. We are looking for hands-on motivated individuals to support our on-going program management services and build a bigger program management practice at Wave Civil.
Basic Responsibilities

Prepare project proposals, cost estimates, schedules, and management plans, including quality control, risk management, and program charters, associated with various utility infrastructure programs.

Lead the implementation of AI systems to optimize project planning, scheduling, resource allocation, and budgeting, ensuring projects are completed on time and within budget.

Integrate AI-powered tools and technologies including hydraulic, hydrologic, and condition assessment and inspection technologies and tools to ensure adherence to total quality management and expedite program and project delivery tasks efficiently across all stages of civil engineering infrastructure projects.

Perform site inspections and site data analysis, prepare site maps and drawings and deliver due diligence reports utilizing various software tools and techniques such as AutoCAD/Civil 3D, GIS, BIM, and Power BI

Use AI-driven analytics to provide actionable insights, enabling data-informed decision making and project performance evaluation.

Work closely with project managers, engineers, data scientists, and stakeholders to ensure the effective adoption of AI-driven solutions throughout the project lifecycle.

Provide oversight on staff performance, project and program schedules, scope, costs, and resources for utility management projects in the DC metro area and oversee the firm’s day-to- day operations.

Work with stakeholders from concept to final delivery, ensuring project efficiency and goal achievement.

Develop and implement solutions for efficient project delivery and high-quality results for our on-going local municipal utility management programs.
Preferred Skills and Experience:

Minimum 5-7 years of experience utilizing AI systems and tools to improve the efficiency and quality of deliverables associated with technical projects and programs.

Minimum 5-7 years of experience utilizing and managing AI-powered tools and technologies including hydraulic, hydrologic, and condition assessment and inspection technologies and tools.

Project and program management support experience as well as specific field investigations and conditions assessment experience in the water and sewer industry is desirable.

Must possess a project management professional or a program management professional certification, and masters in business administration degree. A professional engineering license is desirable.

Excellent technical writing skills & ability to communicate effectively with external stakeholders is strongly preferred.

Ability to manage programs from the initiation phase to execution phase, and deliver projects and programs successfully.

Must be familiar with, and able to utilize AutoCAD, and GIS software programs.
